Congressional GOP Back Trump's Proposal to Overhaul Affordable Care Act

US senators are meeting during the weekend for the initial time since the federal closure began over a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to diminish as GOP senators floated a plan toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Growing Consequences of Government Shutdown

The impact on Americans from the longest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

President's Proposal from Golf Course

As Saturday's session got started, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Endorsement

Multiple Republican senators welcomed the proposal, which is similar to a replacement for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is truly better for the consumer," one senator said.

Another senator commended Trump's suggestion on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Reaction

Democratic lawmakers shared concerned reactions to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another senator reacted to the criticism of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Really? In that case I applaud your support for universal healthcare."

Continuing Negotiations

The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an willingness to an developing proposal from a small group of moderate Democrats to end the shutdown in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is leading the talks among moderates, said that Democrats "require another path forward" after Republicans turned down an offer to restart the government and extend the payments for a year.

Another senior Democratic senator persisted in maintaining that Republicans should agree to a one-year extension of the payments before discussing the future of the tax credits.

"Doing nothing is derelict because citizens will go into debt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress does nothing."

Partisan Situation

Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of several Democrats to restart the government, and the concept of eliminating and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several analysts indicated that the core of such a proposal would eliminate the ACA's requirement that carriers cover patients with existing health issues.

After his golf outing, Trump went back to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the proposal that failed to garner enough backing in 2017.
